This is an interesting character. You have fewer total dice on your skills than the average character, but apparently make up for it with a bunch of skills. It seems pretty balanced to me (I might go with +3 Survival, since it's only paired with a d4, but not a big deal). I'm also a bit concerned that there's just no reason to ever go ranged because it's so much worse than Melee, but I may be missing something, and it does give you a lot of freedom to pack support weapons.
I do think your second power, the discard for support, is way too weak. Compare to Valeros, who gives a d4 to combat at no cost, and has the same second power to boot. I'd probably change the power to recharge, and also have it give a d6, similar to Vika's support power.

You've got a lot of cool stuff going on here. I'm gonna try to take it in order, but on the whole, I like it.
1. I'm a bit concerned about taking the Bomb ability whole-cloth and giving it to someone with good combat like Jayne. I also wouldn't be surprised if it was absolutely fine, but keep an eye on it.
2. The Hero of Canton has 7 powers. I believe I had heard that you were supposed to restrict it to 6 powers, but I'm not certain of that. You may want to try and merge some of them.
3. I understand the reasoning behind giving him diplomacy, and with him having only a d6 Cha +3 is reasonable, but it still just feels wrong for Jayne to ever have +3 Diplomacy. I'd consider taking that power off, and maybe giving another power feat to the ally bonus.
4. I'm not sure I've ever seen a power that just straight gives 1 reduced damage to everything in a single feat. It might be better to specify combat or non-combat damage, possibly with a feat to get both.
5. I'm definitely worried about being able to recharge for bombs (I don't remember if Damiel ever gets that ability. If he does you're probably fine. Otherwise, that feels like a massive bonus)
6. Love the pay Jayne to help you in combat ability. Flavorful and balanced. A+
7. Vera is a fun little card. I really like the owner bonus, and this is one case where I understand that needing to be exclusive for the character. The big issue with it, frankly, is that Jayne is so poor at ranged compared to Melee that he hardly ever wants to use it himself. As I think about it, though, maybe that's the point...
