A player of mine as a wish coming, and I do not plan to corrupt it, just grant it. His character wishes for more power by way of evolution. Mechanically, he wants race points to spend on himself to buy traits and what not.
The question is, how many RPs is a wish worth?
Well, it takes 4 RPs to get a +2 to an attribute. That would take 2 wishes, so if you're going to do it (and I don't think you should) then 2 RPs per wish might be reasonable. That's the most I'd consider. 1 RP / wish wouldn't be out of line.

Not all racial points are created equally. I'd try to find out what he'd like to do with them, in order of priority, and decide from there.
Case in point: it takes 4 RPs to get +2 to an attribute. It would also take 4 RPs to change his racial stat bonuses to Advanced, which will net (assuming he's a +2/+2/-2 race now) +6 attribute points.
So maybe have him create a list, of what he would do with 4/3/2/1 racial points, and use that to decide.

"I wish more power by way of evolution" is very vague. If he wants new static racial traits, then have him name specifically what he wants. That way, you can grant him more or less depending on what you find reasonable.
There's many other possibilities. You could give him an alter self or monstrous physique ability that lasts 10 minutes per HD per day. You could let him gain a few 1-point or 2-point eidolon evolutions. But I don't think simply giving him X RP and letting him go nuts is a great idea. RP is only a rough indicator of power and many racial traits wouldn't make sense, especially the ones related to culture and grant bonus feats.
