Instead of your first exploration on a turn, you may reveal a weapon that has the 2-Handed trait or a blessing to choose a character at your location. Shuffle 1d4+1 ( +2) random cards from her discard pile into her deck, then discard the card you revealed.
Tarlin is a Paladin type cleric. He favors weapons and armor in his card list. Favored type is weapon.
Yet the only 2-Handed weapons in the cleric deck are bludgeoning types. Consider making the requirement shift from 2-Handed to Slashing. It fits in with the cards available and the theme of the character.

Not in the RPG terms. Even though his build is somewhat similar to a Paladin, Paladins in the RPG have Smite Evil (which he doesn't) and he heals like a cleric. Paladins don't get healing until later. Paladins in the RPG are also a lot more dependent on Charisma than Clerics are.
Clerics aren't Priests in Warcraft or other types of games; they're meant to be somewhat close to the front lines instead being squishy; Kyra's good in a fight, and Heggal's decent.
From a balance standpoint I think having heals available through Slashing (one of the most common types of weapons and also some of the most powerful) is problematic as Tarlin can just dump extra weapons. Remember, he can also Cure with blessings.

The problem (again) is a character that isn't supported well with cards in their class deck. It's a base power that really doesn't have appropriate cards except blessings. No greatsword or other 2-handed (slashing) weapons in the deck. And, yes, Iomedae being his patron deity makes it kind of silly to rely on a Quarterstaff, a pick and two Greatclubs as the weapons to use for heals. On the other hand, there are longswords and scimitars in the class deck that would make sense.

There are a LOT of characters that aren't supported properly by their class decks. Tarlin is just one, there are several class decks without enough appropriate weapons, items, attack spells, and cure spells. For that reason, the organized play characters are weaker than their campaign counterparts.
For Tarlin, there aren't enough good 2-handed weapons in the class deck. And yeah, thematically there should be swords, but I can overlook that or pretend it's a 2-handed sword. Mechanics are more of a problem imo. If Tarlin was playing RoR, he would have 4 good 2-handed (bladed) weapons at every stage of the adventure and you wouldn't need to consider using a quarterstaff after adventure 1 (or adventure 0 for that matter).
I guess they could errata it, but I highly doubt it. You either just live with it, play another character, or play the character in a non-OP game.

Tarlin is one of the characters I play - I've managed to make do by letting everyone I play with know his power before we start, so two-handed weapons acquired can make their way to me (also, all his spells except 1 are Cure, so he can potentially get his other cures back into the deck).
Another thing I've started doing is taking the Vindictive Harpoon loot option, that gives him another two-hander.
