Fairly self-explanatory, reading through the PFS guide, I see that race is talked about very little, but talks about allowing races if 'the Character's Chronicle stack includes a race boon.' I am new to both Pathfinder and PFS, and am unsure what this means. Attempting to look up what a chronicle stack is, both online and in the PFS guide, resulted in no new information. My question is if Orcs are allowed for play, and, if not, how you would go about playing one. I am mainly confused by the PFS guide's wording, saying the character's chronicle stack, not the player's. I do not understand how a character would somehow earn a 'race boon' without having a race.

Short answer: no.
Long answer: check here for legality.
The thing with race boons, chronicles, etc is that some of them must be added to the character before playing since they can dictate what kind of options are open. Stat bonuses, rare races, etc. Not all chronicles are earned through playing. Those aforementioned race boons, for instance, are most often a reward for gm'ing in convention slots.
There currently are no available orc boons.

Short answer: Orcs are not allowed in PFS.
Longer answer: Campaign Leadership has made it clear they never will be allowed, as canonically Orcs are too evil-natured and disruptive to ever fit well into the Campaign. Drow and many other naturally evil races are similarly banned.
Regarding "Chronicle Stacks": each character has its own collection of Chronicle Sheets that belong to that character alone. Players themselves shouldn't have any Chronicles to themselves (though I can think of one exception off the top of my head).
If you've won a special Chronicle Sheet colloquially called a "Race Boon" from a Convention (or have been given one by another player) then that Sheet can become the first Sheet in a new character's Chronicle Stack, and that character can start out as the exotic race listed on the Race Boon.
Without a Boon, you are limited to the Core Races, and Tengu, Nagaji, Wayang, and Kitsune (assuming you own the book in question that contains rules for playing them).

You're right, this isn't terribly clear in the PFS guide (page 7):
Select your character’s class and race from the choices offered in the Core Rulebook. You may also select kitsune, nagaji, tengu and wayang as your character’s race with access to the proper Additional Resources book. Other races are not legal unless the character’s Chronicle stack includes a race boon. Additional class and race options from resources like the Pathfinder RPG Advanced Player’s Guide, Pathfinder RPG Ultimate Magic, Pathfinder RPG Ultimate Combat, Pathfinder RPG Advanced Race Guide, and Pathfinder Campaign Setting: The Inner Sea World Guide are generally available with few or no alterations, as well.
