How can I make the Sootscales annoying?

At our last session, my players referred to the Sootscale Kobolds as "our annoying allies," and they're kind of right. The Sootscales have their own little kingdom going next door to my players and they're busily expanding (and they even wiped out a small human settlement of Razmir cultists on the river). I could use some help brainstorming ways the kobolds could annoy my players without provoking an all-out war. Any thoughts?

Since I read you are currently involved with Vordakai, what about an undead-plague that cursed the Sootscale's lair. Undead kobolds are spreading throw the PCs' Kingdom.
The PCs have to help their annoying allies to survive, but they can't blame them for the Unrest generated, 'cause the kobolds are victims too.

That's actually pretty good ... it might tie in well with something else I'm planning. Big V is trying to get the powers in the Stolen Lands to go against each other, and this could be a good way to raise tensions.

I'm still toying with the idea of an Undead Kobold Plague event for the future of mine campaign too.

I'm thinking that it should be something like a mix between the Monster Attack and the Plague events.
Also, I'm planing of having each player have a secondary Sootscales character (a kobold Mini-Me), so they can handle the events with their little kobolds heroes instead of the primary big Mythic party (who in the same time should be involved in something bigger and worst)
