I am using 2 different characters out of the one deck for PSACG games, One i am using for solo play when i am home all alone, the other i am using for my weekly game group.
My question is this,
if i complete the On the Horizon scenario with one character and get the reward, Can i than use my other character to play it again and also get the reward for that character ?
Example. On wednesday I play my solo guy through the scenario and claim the reward, on friday all my mates turn up and we play the scenario together, this time i use my other character, can i also claim the reward with my group character ?

I was going to say yes but the reward section says:
A player can apply this upgrade to one character built using a Pathfinder Adventure Card Game Class Deck;
Each player may earn only one mini-Chronicle sheet per season.
The first part states a player and one character and the second says a player may earn only one. So officially, it looks like you can't. If you are not reporting these characters nor the sessions, you can really do what you want. But if you do plan on taking one or the other to other organized play sessions, you may want to follow the rules and only use it once.
At first, I thought it was only one mini-Chronicle per character but re-reading, it is one per player.

Yep, each character can claim the reward for each scenario (and adventure, and adventure path) once.
Re-read the Reward section of On the Horizon. It doesn't say character, it says player. I thought it was character as well.
When players complete this scenario, whether they succeed or not, each player earns a deck upgrade and a mini-Chronicle sheet for the Pathfinder Society Adventure Card Guild. A player can apply this upgrade to one character built using a Pathfinder Adventure Card Game Class Deck; use the rules in the Pathfinder Society Adventure Card Guild Guide to Organized Play (see paizo.com/pathfindersociety). After a player has built her deck, she can replace one card in her starting deck that has both the Basic trait and the B set indicator with another card of the same type that has the B set indicator; the deck upgrade card does not need to have the Basic trait. She should then fill out the mini-Chronicle sheet with her name, her character’s name and class, and her Pathfinder Society ID number, indicating which card she has taken in the “Deck Upgrade” section of the mini-Chronicle sheet. Each player may earn only one mini-Chronicle sheet per season. Thanks for playing!

Replaying Scenarios
You may replay any Adventure Card Guild scenario as many times as you like, as long as you play with a deck of the appropriate power level (see sidebar). Your character may only gain the reward for any given scenario, adventure, or adventure path once, though you may upgrade your deck each time you complete the scenario.
I'm pretty sure the intent is that each character you play with can earn the rewards each time. Otherwise, you could never get power, skill, or card feats on more than one character.
EDIT: I TOTALLY missed that we're talking about the mini-scenario that can be played without class decks. That one can only be rewarded once per PLAYER, you were correct. I've gotta learn to get my reading comprehension skills up to par. Sorry about that!

This sounds awesome! A couple quick questions:
1. Are the mini chronicles only good for the week before OP launches or can they be used later? (I love the idea of a "hook" i can give out after i run new players through a demo or intro scenario at a convention for instance.)
2. Are mini chronicles limited to one per player? I assume this is true but i already know i will be questioned on this. ;)
Great questions. They can be used any time during Season of the Shackles, and yes, one per player. :)
