Is there any clarification for Lini and her starting deck vs her ability card?
I see she starts with quarterstaff based on the rule book, and she does have room in her starting deck for 1 weapon. Yet she doesn't have the proficiency to use weapons. Is there a distinction I'm missing? Is she not proficient with staves? Thankfully quarterstaves do not have a penalty for not having proficiency with weapons.

The fact that quarterstaffs don't penalize you for not being proficient is exactly why she starts with that. Other than cards that penalize you for not being proficient (and one Runelords promo that actually benefited you), and certain weapons having powers that require proficiency, weapon proficiency has no other meaning.
As long as she takes weapons that don't have negative effects, or weapons where the power outweighs the downside, she's fine. There is no proficiency with staves. Weapons, Heavy Armor, and Light Armor, nothing else.
Everyone can use every card, some just have penalties for not having the right skills or proficiencies.
