Background: I've been DMing for new players and young players recently. 4 stats get thrown a bone that's visible during stat creation and therefore attractive to them, namely max carry limit for STR, AC bonus for DEX, HP bonus for CON, and extra languages for INT.
Idea: What would happen if:
Positive CHA mod had a 5% discount on purchases per point,
Negative CHA mod had a 20% chance per point of getting a much worse reaction then normal/planned from NPCs and other sentient races,
Negative WIS mod had a 20% chance per point of getting a much worse reaction then normal/planned from animals, fey, and other natural creatures.
Positive WIS mod - maybe a bonus to animal companions and/or crafting?
Anyway, would love to get some feedback - I enjoy tinkering, but am always concerned I might break something.

I don't think there actually was a Haggle skill in 3e, unless it was in a third party sourcebook.
Which specific game are you using? 'Cause in my opinion at least in B/X D&D and Labyrinth Lord all the stats have some function:
Wisdom bonus modifies all of your saving throws versus magic. Charisma bonus modifies reaction checks (which you're supposed to make for every monster/NPC the group encounters in an adventure environment) with higher Charisma responding to a better reaction, and since low levels are very deadly and killing monsters nets you very little experience (GP for XP is where it's at) Charisma is very much not a dump-stat.
Also, my experience of running OSR-like games is very much limited to Labyrinth Lord, but because character creation is so random in those games (3d6 in order) the very idea of a dump-stat is almost alien to me. Are you using some other character generation method?
If you'd like to do something like haggling for Charisma, I suggest you take a look at Dungeon World's equipment section: you'll notice that some of the services have a listed price of X-Charisma coins, meaning that for those services you reduce your Charisma stat from the base price to determine the total price.
