NPCs the party will care about?

Writing my campaign and after the first dungeon, where the PCs save a load of kidnapped villagers, they are treated a heroes by the city. I am then launching straight into the Skinsaw Murders, as the king tells them about two murdered men with strange marks cut into their chests. Strange marks the PCs have seen on a dead body while tracking the kidnappers...
Anyhoo, I've realised that in my city, aside from the king, possibly the guard captain (Sheriff Hemlock) and the multitude townspeople who owe them their lives, I don't have an NPC for the players to get really friendly with, so they'll actually care about saving the city on a more personal level.

I was thinking the jolly tavern owner (of course), giving them free drinks and such, any other ideas?
Two PCs have a friend they traveled with who was taken by an evil wizard. I was thinking of having him from the city, maybe get the PCs to interact with his family and become good friends?

The players in my campaign got strangely attached to Shayliss. One of the PCs is actually going to propose to her after they finish the Adventure Path.

Skinsaw Murders:
So the death of her sister was actually a huge blow, because they had to deal with the mourning rather than having an NPC die.

A merchant they deal with a lot can be a good target or someone related to him/her. Even someone they had a negative run-in with can have a strong effect, like a guard or noble that's been annoying or the only person that doesn't appreciate their contribution.

I was quite looking forward to using Shayliss actually, I've already chosen her victim haha. Any advice for building up her character before the, ahem, event? Like, ways of showing her father is so protective (controlling?) of her?

I like the troublesome NPC that becomes a friend idea too. I have already written an awkward guard who messes the PCs around at the palace door for a bit. Perhaps I could humanise him by having a family member of his taken at the start, unbeknownst to the PCs. Or maybe one dies and he comes to them for help. Or they could save him from a murder attempt, and he owes them his life and becomes much more brosome.

I'd like to claim Shayliss was my amazing plan all along, but the player in question just grabbed it and ran with it.

As far as the dad, he stormed downstairs to interrupt them and the PC basically just browbeat him. The PC yelled at him for hovering around Shayliss while leaving his other daughter to screw around in the lumber mill (which I'd snuck into the player background handout I never expect anyone to read), then critted an intimidate check.

Her father ended up apologizing to the PC and crying about being an awful father who was picking on the daughter who might actually listen to him. Awkward hugs ensued.

Sounds pretty good :)

Even straight up enemies dying can have an impact. It's almost more the strength of the emotion connection than whether it's good or bad.

Especially if it's just someone who's just a jerk. I mean, they might have given you grief at the gate, but they didn't deserve to die.

I had one of my PCs walk into the General Store while Ven was busy yelling at Katrine for her dalliances with Banny Harker, threatening to string them both up if he caught them together again. Immediately gave the players some background and set up the later murder scene at the Mill and Ven as the red herring suspect.
