I massaged the public data on attacks and expendables and uploaded them into a free web database host. If you want to see all of the abilities which can apply a given effect, or which can exploit that effect, just put that effect name (or an adequately unique fragment thereof) into the search box and then change the "template" dropdown to either Standard Effects or Conditional Effects.
Dis dayturbayse am pritty orcy. It's ugly, unfriendly, and not too smart; I'm confident that much better tools will appear as the game and community mature. This will do as an MVP until something more advanced comes along.

Anyone can equip any weapon, and if he has attacks for the weapon trained he can slot them and use them.
It's unlikely that someone pursuing a path as a cleric or fighter or rogue would want to invest in training wizard weapons and cantrips which raise Int and provide Arcane achievements, instead of following their preferred role's natural training path which will give them stats and medals that they actually need. But, nothing's stopping him from doing that if that's what he wants to do.
Malrunwa: Nope, like I said, it's an orcy database: ugly, stupid, and unfriendly. If anyone finds a better free database host online, let me know!

Those might become more specific later, but the specificity doesn't actually mean anything right now since the dedication bonuses aren't in. They're general in the sense that all the arcane roles will be able to use them, vs. eventual cantrips that might be wizard, sorcerer, etc. specific. But when I get the tech for it I might slap those with "Arcane" instead of "General" as a term for "This doesn't interfere with the dedication bonus of any arcane role, but it would for a martial or divine role."
