The Robe of Useful Items. How does it work for PFS?

I was looking at various Wondrous Items and came across the "Robe of Useful Items".

Here's how it works

This seems like it would be pretty cool to pop onto a PFS character for use in various scenarios. However, the concept of purchasing one for PFS begs the following questions:

1: Would I have to get a GMs approval to purchase one?

2: Is there a predetermined ruling on how the Robe of useful Items works in PFS that I may have missed?

3: I'm assuming I should make the rolls for the patches in the presence of a GM. Is this correct?

You do not need GM approval to purchase. You can buy it if
a. it has appeared on a chronicle sheet for a scenario your character has played
OR
b. Your character has 7k gold and at least 22 Fame

Don't know the answer on the other two questions

It is valid, yes, you would need to roll for patches in front of the GM, and I recommend having the GM initial it.

It is the sort of thing that sounds really cool, unfortunately, it is the sort of thing that is probably fine playing in your local community where people know you, but if you are traveling and pop that out, you may get some GMs looking skeptical. (especially if you rolled ridiculously well.)

Very official. At the time he wrote that Mark's portfolio included PFS development (what John does now).
