These are kind of all the same question, I can't think of a good way to ask it.
Is there anything special about the first 3 winners, or are they just the first 3 in the sequence of 33?
Will there be more focused testing with these 3(aside from the obvious extra focus of being first)? Will the time between TEO and Pax getting their settlement, be the same as the time between T7V and the top slot in Phase II?
I believe the original plan was to give out the settlements sequentially, not all at once. Is there a rough estimation on how long the delay between settlements will be?

Adding to this, a question concerning the "winners" of the landrush 2:
Day 1 of EE, will there be a basic "settlement-ish" structure in the hex until settlements are fully implemented, or just a tent, or a flag, or an X or anything?
Also, the "rights" to said settlement are technically the "guild master" (the one who started the guild/settlement/poll and acquired all the votes for said entity) correct? Meaning day 1 of EE (or whenever settlements are added to the game) the guild/settlement creator is the sole member of that settlement?
If setting up a settlement will require "X" amount of materials, how does one go about gathering and "stock piling" them to use in the creation of the settlement, or are the big 33 starting with one pre-built and will just need to maintain it through POIs?

There shouldn't be any meaningful difference between the winners of Phase I and the winners of Phase II.
It is unclear at this time what will be in-game on Day One. I would say the range of answers is "nothing" to "some permanent structure with a mechanical effect".
As to what the governance will be of the Settlements on Day One, I would plan on dictatorship. The sooner we implement other options the happier I will be, and we may have them before Day One. But no promises.

This is wholly unknown at this time. We are going to invent a system as we go. The Land Rush isn't designed to simulate the "normal" process of Settlement formation, it's designed to resolve a Chicken & Egg problem.
