Nasa pdf on search for alien civilizations

And what exactly does this have to do with RPG development, as interesting as the article is on its own?

The nasa pdf goes into ideas on alien civilizations and how they might be recognized. This is useful for DMs looking to develop a setting with 'alien cultures'. instead of elves who speak common and hate it when you chop down trees, we might have elves who marry your dwarf just so they can communicate with someone outside their own culture.

It talks about recognizing alternate forms of culture and communication. Why are there scratches on stones in the bottom of a river crossing?
