In the current S&S games I'm running our party to control of the Man's Promise (now Dead Man's Promise) and then secured another ship which they gave to Sandara Quinn on the condition that she be part of their fleet and pay tribute to the PC captain.
What sort of tribute should this be? How much plunder should go to the PC Admiral of his newly formed fleet? I can't find another in the books about this?
I wouldn't worry about tribute at all if that ship continues to escort the PC's ship. It assists in ship battles and partakes in the spoils.
If the idea is that the ship goes off and does its own thing with the understanding that it will come to assist the PC's ship when called, there are no real standards for that. What I would probably do is render 1 point of plunder to the PCs per month. That way the other ship doesn't decide to just go independent as the tribute is too high and the extra income is a bonus, not a game breaker. I like the idea of doing this though.
I would require a point of plunder for any take for simplicity sake. Make her swear an oath on Besmara. And double check with her and who she names as quarter master regularly with divinations running. She is a pirate distrust is expected and keeping what's yours a virtue.
