Responding to ARGH!'s spoiler above:
Interesting -- the fight you describe went very different when I ran this. I had a highly optimized fireball caster whose extremely overpowered fireballs ended pretty much every fight they appeared in.
So, in the theater, of course, the first thing that happens is a massive fireball. Chief is unconscious, guards are dead, and the friendly kobold they were supposed to make a deal with was DEEEAAAAD. Way, way dead. This meant, of course, that the illusory blue dragon disappeared before it could do anything other than fly forward a bit.
They tried to negotiate with the chief (who, according to the scenario, is massively delusional about his power and won't negotiate in any event), give up on him, and try to negotiate with the alchemist brother they'd kept alive. The brother said, yeah, sure... but he was lying and bolted for it once they let him go. (If they did; they may have seen through it and killed him.)
They were sad to have lost the second PP. However, it was perhaps a good object lesson in the indiscriminate deployment of fireballs, especially when you may have an ally present whom you can't see.
