"Converted?" - No.

Sanctioned - Most Likely Yes.

All indications are that Emerald Spire will be done just like Thornkeep. A chronicle will be created for each level of the dungeon but there won't be anything added. (So there won't be flavor text like "Drendle Dreng wakes you up at 3 AM to get him tea. Aram Zey actually sends you to the Emerald Spire at 9 AM.)
