I have a player that is dead set on playing a centaur character as a level 1 character. I've talked the player into being a Medium Long character, therefor not taking up RP on being large.
So they have decided to create a Newton sized character.
Just so they don't make it overpowered, can anyone help us build a 10-14 RP centaur?

If we drop the Advanced Stat Bonus and the Large, would that be a level 1 playable race?

You'll probably want to keep Large, as it's required for Quadruped, which still causes them to use gear sized for medium creatures, and gives a 10 foot speed boost (on top of Fast). My suggestion would be to lose the advanced stat bonuses (-12), Fast (-1), and Natural Armor (-2), bringing it down to a 13 RP character, which is a lot more workable.
If you still feel the need to tweak things after that, you can lose two more RP by giving them a -2 stat penalty somewhere (Charisma, perhaps, due to them being isolationist, gruff, and anti-social). Spending 1 RP to give them Weapon Familiarity for bows and one other weapon (perhaps nets, sibats, or totem spears) would be flavorful as well... though also potentially unnecessary, depending on what class they intend to play as.

You're right on the advanced stat bonuses (-12) and Natural Armor (-2). I feel the Fast bonus plays to their theme better and should not be removed. The -2 charisma is do-able also (I wouldn't have them as Isolationists, but I'd have them more "Socially Awkward" in the whole Large creature in a china shop/dropping horse apples & urinating where they please.)
That would leave them at a 12 RP. Not over powered at all.
Role Player wise, I'm glad magic items are set to fit. Non magic items are probable going to be 150%.
