So, my players randomly came upon a Werewolf early in this book who managed to dang near kill the party when they realized that none of them could break his DR except the main fighter.
Soon thereafter they met a crazy old hermit on the edge of their capital who promised destruction and damnation and then proceeded to pee on the leg of one character before scampering away. Akiros mentioned he had bothered the Stag Lord but skeedaddled after the Stag Lord put a couple arrows into him. Originally this was going to be a Wereboard Tuskgutter, but Tuskgutter got changed into an Awakened Boar Barbarian.
Then Kundal showed up, who they managed to save. This has made them begin to speculate that there is a larger Werewolf problem in the area and that the crazy old guy was one of them. After all, peeing on someone isn't just disrespectful, but also very territorial.
So... I'm thinking they're right.
I'm trying to come up with a good story for this and I think I have the start of an idea.
Basically combine Howl-of-the-North-Wind with the Cult plot event and throw in lots of werewolves.
Basically a local werewolf tribe meets Howl-of-the-North-Wind who kills their leader in combat, because Howl is a cleric of Lamashtu. He starts converting the pack into fanatics and has them infiltrate the local town. He plans to slowly convert the disaffected rabble rousers into loyal followers of the Demon Queen before transforming most into lycanthropes and setting them on the town.
If the players find the plot early they only have to face one or two true Lycanthropes and a local barefisted brawler who accidentally got chomped and whom they now chain up during the full moon. Oh, and the local gang. If they let the problem grow... well that's a problem.

In Kingmaker, always add. I've found that KM is not so much an adventure as a canvas.
As for this scenario:
* The Big Bad Wolf thread has an alternate take on werewolves in the Stolen Lands.
* Dudemeister's Hargulka's Monster Kingdom (another thread) might provide some ideas on how Howls' agenda interacts with other factions' politics.
* Have you introduced your players to Jhod's history? I don't think this werewolf situation needs to have any relation to his past deeds. But Jhod's might see this as a major chance at redemption.
* Think of some consequences as more people convert to Lamashtu's worship. Does this increase Unrest? Does the kingdom's alignment switch toward evil?
* NPCs on the Council might notice something is up, particularly the warden, the high priest, and the spymaster.
* An event like this is like boiling a lobster. You have to turn up the heat slowly so the lobster doesn't realize it's being cooked.
* For extra bonus points, have the cultists abduct Grigori. Wait until he shows up later as a werewolf bard.

* I looked at Big Bad and it just seemed too far from where I was going.
* I like the Hargulka Monster Kingdom idea actually, though in my case the King of the Forest is in fact a young green dragon who may or may not sway Sootscale to his court, on a newly cleaned out Candlemere isle. (The players dumped a lot of resources into cleaning out the infestation and lost a few dozen local guardsmen cleaning out the infestation and purifying the site, then proceeded to worry about more pressing concerns up north.)
* The King in the campaign is a cleric of Erastil and does know Jhod's history. In fact a triumvirate of an Erastilian Cleric, Paladin and Inquisitor were discovered when they were casting about looking for someone that could actually cast Dispel Chaos. There was a mini-inquiry into the purpose of the kingdom and their treatment of Jhod and Akiros. They may or may not make a return later. (In game they are essentially the head-priests of Brevoy and the surrounding area for Erastil. They see the Kingdom as their community and sacrifice close ties with a single group to ensure the well being of all.)
* I am imagining an unrest increase in month 2 of the switch... more later. I'm pondering specific mechanics or just winging it. I think I'll wing it and try to keep it subtle.
* Svetlana as their Councilor will know something is up, Jhod might hear whispers too as the High Priest; a PC recently took over as Spymaster and I was wondering how to incorporate him into the workings of the spy rings in an engaging way.
Oh, and they already ran Grigori out. :)

My that might make someone feel a tiny bit vengeful, and Werewolves have this wonderful Damage Reduction that can help with that beating bit .... =) This of course is presuming he gets a choice and not just pounced on and Turned by the first wolf to get its jaws on him. ;)
Anywho, quite interesting work you have here, will be eagerly looking forward to how it progresses.
