The Moonscar - Leveling

I'm starting this module at my next session after the conclusion of my Carrion Crown campaign. The module indicates this is designed for 16th level characters, but I don't see the suggested advancement in the module, similar to CC modules. I don't use XP in my campaign, perferring to level the characters as suggested by the module. Are the characters meant to level during The Moonscar module? What has been your experience with character levels running this module? Thanks!

Characters should level to 17th at the end of the first layer of the dungeon. They should get to 18th shortly before they encounter the final boss.
