Quick question here.
At the start of a Pathfinder’s career, you are allowed to
adjust your character before settling in for the long haul.
Before you level up a character for the first time, you
may change any aspect of it except its Pathfinder Society
Number. Changes may only be made between adventures
and before playing as a character above 1st level. Any
exceptions will be noted in the Pathfinder Society FAQ.
You are able to keep all treasure, Prestige Points, special
boons, and XP that you have earned and apply them to the
character once you retrain as long as the character meets
the criteria above.
Does this mean the change has to be made when you've gained three XP, but before you've leveled? Or does it just mean "anytime before you've leveled"?

Changes may only be made between adventures and before playing as a character above 1st level.
If you have not played a session above 1st level, you can retrain for free. Even if you have a bunch of GM credit carrying the character up to a higher level.
Edit:
To clarify further: if you have 3 or fewer XP, you may retrain for free. If you have more than 3 XP, you can retrain for free provided that all XP above the 3rd XP come from GM credits.

That's not entirely accurate, its as long as you have not Played above 1st level. The source of the xp above 3 is irrelevant. It could be from playing a module at 2xp, from playing pregens, Gming, or any other legal source of xp.
Any way you look at it, you can freely change anything about the character except it's number as long as you have not played it above level 1.
