I'll sort this out with my GM, but I'm curious about the community take.
My PC is now Duke of Elkstar. Most of my party began as minor Brevoy noblity.
At what point would would I have the authority to ennoble those commoners who have been of great service to me and therefore Elkstar and Brevoy?
As a Duke of Brevoy would I have the authority? Would I need to clear it with the Regent first? Or would I have to petition the regent to have him do it himself. Or it simpy not done--elevate commoner to noble status.

My take, FWIW, is that the original charter gave the PCs the ability to run their kingdom as they saw fit. The players immediate (assuming you're in a vanilla Kingmaker) liege-lord is not the Regent, but rather the Sword Lords of Restov. So it would be up to the Swordlords to object to this ennoblement ... and then for the regent to object to their objection or lack of object, if he so chooses.
But here's the fun part. If you've reached the rank of duke ... are you truly a vassal of the Sword Lords, let alone the Regent? Or are you making a run at the throne yourself?

Hmm. I took a gander at the "second charter" as provided by google. Either my GM choose to modify or withhold or I'm just no remembering it well. By that text, you are right that I can bloody well do what I choose to a large extent and making a couple new lords would be nothing.
Maybe I was just operating under the incorrect assumption that the Barony/Duchy was being created as an extension of Brevoy, rather than a separate Kingdom. My character a minor noble started as a paladin* and while...flexible...would be respectful of the fealty.

The expedition to the Stolen lands was set up to give the Sword lords of Rostland a secure southern border in case of civil war in Brevoy.
Brevoy was formed when Issia and Rostland were forcibly united by Choral the conqueror, now he's gone the situation is heading for trouble.
The Sword lords want allies to their south, rather than bandits and monsters.
As long as your land is friendly to the Sword lords, I don't think they care what you call yourself, or what titles you hand out.
