In the Pathfinder Society Primer, it says that Ioun Stones resonate as per the Seeker of Secrets.
Which book(s) do you need to have to be able to use ioun stones Resonate Powers in PFS play?
Is just the primer enough?
The resources page says that the Seeker of Secrets and Primer both allow resonate powers per the...
But only the Seeker of Secrets lists them.

You need to own the book which contains the section on resonant powers. Most ioun stones and their powers are indeed listed in Seeker of Secrets.
A few other ioun stones, and their respective resonant powers, are also included in the Pathfinder Society Primer.
The Pathfinder Society Field Guide actually has no ioun stone related material in it (other than new wayfinders)

Page 278 of Ultimate Equipment guide lists Dusty Rose Ioun Stone.
Is Seeker of Secrets needed for the Dusty Rose Ioun Stone to have a resonate power in PFS play?

Is Seeker of Secrets needed for PFS play?
Seekers of Secrets is no longer a part of the core requirement. It is, however, a fantastic book to have.
The Pathfinder Society Primer is also quite awesome as far as thin, splat books are concerned.
Seekers of Secrets contains some lovely back history, information on various important people in Golarion (VCs primarily, if not exclusively), some prestige classes, and an assortment of relevant gear. While not required, it's good to have. I bought it just to get the ioun stone resonance, but have used it for more than I'd have ever expected.

Resonate powers are talked about in the primer.
The additional resources page specifically calls out the resonate powers of the primer are usable.
What powers are they talking about?
Seeker of Secrets describes several kinds of ioun stone, together with both their normal and resonant powers. To use one of those stones in PFS play you will need a copy of "Seeker of Secrets"
The Pathfinder Society Primer introduces seven new types of ioun stone in addition to those in Seeker of Secrets. To use an ioun stone of one of those new types you will need a copy of the Pathfinder Society Primer.

From the Pathfinder Society Additional Resources:
ioun stones use method 1 for resonance and never use method 2. Additionally, only normal ioun stones have resonance—inferior ioun stones never do. Advanced ioun stones are not legal for play.
