I have an idea to start my shadowrunners at Street Level (way less starting money) but out in the boonies. I have some conflicts in mind: Go-Gangers vs townsfolk, Corps fighting over water rights, protecting a resource from corps. But I thought I would throw it out and see if anybody has some good ideas for non urban runs.
Mad Max 2..... Fast cars, dune buggies, critters, go gangs...the corps offering protection if they sign over the oil, the government either paid not to care or unable to help.
End game is the players exposing the conspiracy.
