Try Donjon.bin I believe. Have it written down somewhere..... Pretty good site for lots of randomizing - encounters, shops, traps, treasure et al.

That's not pulling up either. I'm a little surprised at how difficult it has been thus far to find a program that lets me generate a random encounter table lol.

Try donjon.bin.sh/ in search bar. That should do it. It takes me right to it on my ipad. Not sure what to suggest if that doesnt work/help. :s. i do see some people saying its not working - but i was just on it and it seems fine. Was randomizing my brains out. Fun times.

Im not trying to be difficult but why not list your creatures on a number of lines equal to a typical die roll type and go with that?
Cause I can be messy, disorganized, and procrastinate when it comes to building these kinds of things and having something where I can punch in all the creatures I want the party to have the chance to run into and have it spit out a clean list of those creatures organized by CR is something that really helps cut back on excess organization time and stress and help prevent me from losing it. Also giving me something that can generate such a model helps me figure out what I need in game terms and design accordingly (i.e. do I want multiple small lists with smaller ranges of CRs, a bigger one with greater range, do I want to have multiple ones that link up at various points, how much do I like to use unique encounters, etc.).
As an example I think right now the list of creatures I have as random encounter bait is probably about 60+ and I don't want to sit down and build out tables on top of planning and organizing the other aspects of my game so having a program that I can just put all those into and then have it sort them by CR and assign a % chance to would make this a lot easier and give me something to fiddle with quickly to get my numbers where I want them.
Also it's cool, I don't think you're being difficult and I'm fine to explain my reasoning.

Cool one but does this allow me to give it lists of creatures and then have it randomize it?
In essence I'm looking for something that I can give a list of creatures to and it will create a nice table for them.

No, You cant input data afaik :(. It just spits out a random thing (trap, npc, shop items, or individual monster). Only seen the B1 encounter tables but would love to see them updated to include B2, B3, and now B4.

Ohh god yes. I love having comprehensive tables like that but I hate actually building them and finagling with how often I want to run into x or y monster.

Not sure if this is the kind of thing you're looking for, but there's an encounter generator on dmtools.org.

That's a lot closer but I'm looking for a program that lets me put in a bunch of creatures and then spits out a list with percentages placed.
i.e. I could go in, punch in various monsters like Junk golem, goblins, bandit raid, etc. and then have the program spit out an encounter table made of only creatures from that list.

Ah, I see. I make the random encounter tables that are found in the Bestiary chapter of the Adventure Paths every month. Most of my process is manual when it comes to choosing the type and range of the monsters, then I slap them into a spreadsheet that helps me keep track of the percentages (by making sure they actually total 100% and if I change one, the rest change to fit that spread.)
Hopefully someone will pop in with something exactly what you're looking for. Godspeed! :)
