We did something sort of like that in 6th grade, though far friendlier. It was a re-enactment of the Underground Railroad, with us as escaped slaves being lead through a forest to a few "checkpoints." Very cool exercise, and nowhere near as harsh as the one you linked to by the sounds of it. To put it another way, I understand what they were going for, but they clearly went too far.

Teachers often do this with a variation.
For example, UK schools often have 'houses' for inter-school sports and other competions. So, people in House X get to lord it over House Y to discover how demeaning/seductive such arbitrary power imbalances can be.
I'd say this was done in pretty poor taste (gone too far, too near to the knuckle) but I imagine that most people expect teachers to deal with ethics and the terrible reality of historical injustice.
