New Golarion Campaign

I'm about to start a new campaign for a group of Pathfinder newbies. They requested I don't use modules so I've been spending the past week trying to think up a place/plot/encounters and the like but it hasn't been coming to me. The players are from a Steampunk group I'm a part of so my first though was Alkenstar in the Mana Wastes before I realized magic doesn't work there. Since I don't want to do a magicless campaign, I've been trying to determine other areas that would work.

I've thought about Taldor, Galt, the River Kingdoms, and Absalom.

I'd recommend Wardens of the Reborn Forge, but that is for 12th level characters. Absalom would be a great place to start (it is at the center of the Inner Sea: great place for urban skullduggery and a boat ride to just about anywhere).
