That's something I wrestled with a lot -- should I keep track of some kind of "easier spells" list. It's an additional bookkeeping thing -- though no more so than any other wizard. As personal preference I chose that I wanted minimal bookkeeping, so that's why I went with "no spells known".
As a compromise, I'm thinking of a feat that allows the sha'ir to pick one spell per spell level that would be their "signature spell", which could have a shorter retrieval time -- as little as instant, maybe, so that it would work exactly like clerics' spontaneous conversion. It's worth noting that the way I did the sha'ir, it doesn't roll for how many rounds the retrieval takes, thus you can't do a "x rounds shorter". Instead you'd have a +modifier to your every-round Spell Retrieval roll, which would effectively shorten the time.
Alternately, if people wanted to wrangle a spell list on their sha'ir, here's my suggested alternate class feature:
You have a list of familiar spells according to Core Rulebook table: Sorcerer Spells Known. With these spells, you gain a +1 bonus on your Spell Retrieval roll, while with spells outside your list you receive a -1 penalty on your Spell Retrieval roll.
