Upon review of your order the reason for the declination is that your payment methods billing address isn't matching the billing address provided by your bank.

If you use the billing address provided by your bank for your payment method on our website you should be able to submit your order successfully. If you have any further trouble make sure to let me know and I'll be glad to assist you further!

Hilariously, my bank has had an unknown to me typo on my address for years. I resolved the issue.
