It has been alluded to that the Skull and Shackles Adventure path will be sanctioned for PFS play after Gen Con. The next line of minis seems to outright confirm this. If it does become sanctioned, does that mean feats such as siege engineer or siege gunner will become available? Additional resources already mentions that siege weapons aren't used unless prompted in a scenario or chronicle sheet. I suppose you could take exotic weapon proficiency in whatever siege weapon you want to use and just not be able to purchase them. In addition, I suppose gunslingers would be proficient with cannons since it might be considered a siege firearm in that it has a misfire value. But every indirect fire siege weapon has a misfire chance too so I don't know. That's another issue I noticed, there appears to be no definitive label naming any siege engine as a siege firearm although siege firearms are referenced countless times in the APG.
Hopefully if siege weapons do come into the picture (even in a minor role) the updated guide will provide guidance, or the additional resources page will reflect the changes.

Up to now, "sanctioning" APs does not mean that feats and items from them become legal. that already happens. It just means you can get PFS credit for running them.
Actually, if you look at the Additional Resources page, you can already see what is and isn't legal from Skull and Shackles. Adventure Paths are the first section there. Siege weaponry is not among them.

The Siege weapons and Siege Weapon feats are from APG. I am aware that additional resources shows the legal content from skull and shackles. That refers to the content that can be plucked from those books and taken to other games. I am not suggesting allowing siege weapon purchases. I am merely inquiring as to whether they will open access to siege weapon feats to make better use of siege weapons in scenarios that might offer a chance to use them. Gunslingers are already proficent in "Siege Firearms" yet nothing is labeled as a siege firearm. The only thing that comes close is that cannons and indirect fire siege weapons have a misfire value.

My assumption is you are asking for games being run in "module mode" instead of "homegame mode".
My guess would be "no" as those players still would take those characters to other PFS games where siege weapon feats would not only be illegal, but quite useless.
Also, the sanctioned parts of the book are decided by the developers, and it's usually a smaller section of the book. Maybe they decide to only select portions without siege weaponry in order to make it easier for PFS games in "module mode".
