I want to make a variation of Summon Swarm that summons a murder of crows:

Those are statted as a CR3 monster, and Summon Swarm is a level 2 spell that summons CR2 monsters. Because of the blindness effect of Murder of Crows, perhaps it should be a level 3 spell? Any ideas?

(Yes I've just recently finished Bioshock Infinite, if you need to know)

Level 3 seems about appropriate. So yeah, I'd go for it.

Not sure, being blinded for 1d4 days if you fail your save seems a bit harsh, granted that the save DCs aren't very high.. DC 15 reflex if you have augment summoning, but I think your players would rebel if you used it against them at around that level for 3rd level spells they are likely to fail that save. Being blinded is as good as dead in many if not most cases.

I'd go with a lvl 4 spell, maybe make them fiendish crows to compensate a little, though it likely should be an evil spell then.

What if the duration for the blindness effect was made shorter? 1d4 rounds, for example?

Blindness/Deafness gives permanent blindness on a failed saved, and its a 2nd level spell.

It is also a single target spell, this is effectively an area attack that you can repeat round after round and deals damage besides, it is a hard comparison, in my opinion it is caught between 3rd and 4th level, in doubt I tend to go with the higher level.
