Hm. Toss an appropriate demon/devil from Lesser Planar Binding spell that the BBEG could have cast.
Finish with a pair of level 8's- one hefty ranger-tracker type who should have stupidly-high HP (20 con dwarf?) and a sorcerer with scrying spells- let the players KNOW they're being scried long before they meet the bounty hunters, to raise tension.
The sorcerer could have good battlefield control spells; trying to separate the party so the dwarf can take them one at a time, while the demon/devil more or less annoys the heck outa the group.
Make sure only the Devil is evil-aligned; the other two as LN could work for a little RP possibility, if the players like. It also means the dwarf has no worries if Smite Evil-the paladin can have his fun on the outsider >:3

Eh, he should be wary of putting in more enemies than the party itself has members, though, for bounty hunters. Unless he goes the classic 'swarm of half-level bounty hunters' route, which is HILARIOUS.
Heck, if you really want to do that, roll up three level 4 parties and chuck'em at the group all at once- have the three parties half-fighting each other for the bounty!

That could be fun. Problem is the paladin has wierdo build. 1 lvl oracle, 1 lvl cleric 4 levels of hospitaler paladin, and 2 holy vindicator. He's not so tanky.

He's doing a "healadin" using high charisma and the channels he gets with all the abilities he'll get by level 20 he can channel positive energy 26 times a day at 6d6 and lay on hands like an additional 15 plus any cure spells he has from his casting classes. Bizarro build but i can appreciate a silly build.

Then he'll be able to last against the dwarf ranger, if you go that route. Or against the swarm, if you do that.
Although- you could always toss a Necromancer in place of the sorcerer. Give the necromancer a swarm of animated ogres stuffed in a bag of holding, rather than any other magic items.
The party then has to face- being scried, getting attacked by a skeleton ogre every couple hours at night while trying to rest, and so on. The paladin gets to feel good because he can heal the party and kill off undead ogres fairly fast, while the others can feel good trying to track their way back to the source of those undead.
Since no full spellcasters, you don't have to worry about them whining- 'but I need to prepare speeeells'. Take advantage of it! >:3
