I'll be participating in a Kingmaker campaign soon and one of the ideas I've been tossing around is an inquisitor of Sarenrae. Is there any reason not to expect at least a small temple to Sarenrae to be found in Brevoy and/or the River Lands? Basically, I'm asking what the plausibility of this idea is.

Talk with you GM about it so they can help work in things like a temple to Sarenrae, and some story threads to work in through it. As a goddess of healing and justice, I could see her fitting in just fine with the Brevan culture, especially in Restov. Her martial stance, expecting her faithful to be skilled with swordplay could work beautifully as a sect of the Aldori Swordlords. Imagine a cadre of swordlords who were a combination of duelist and cleric - wow look out. I could see these swordlords helping fund a temple in Restov, and wanting to extend their influence. Hell, maybe its this temple that is backing the initial party as opposed to the swordlords as written?
Anyway, I think yes, it could absolutely work.

My players met a Duelling Dervish in Restov, come to test her skills against the Aldori :)
However, I would probably discourage you from that role of you wanted to play it in my game. Personally, I can't see an inquisitor dedicated to a southern deity, trying to enforce the laws of Sarenrae on a bunch of northerners from the cold lands.
However, that is between you and your GM, and you need to address those questions to him/her rather than on here. Like all of the written material, there is space to add all sorts of things. In the end it comes down to the level of world consistency for your party / group / GM want.

Coincidence, but one of my Kingmakers chose an inquisitor of Sarenrae. We discussed there are no established temples and it wasn't a regional fit, then figured background from there using the swordlord angle. She came from afar and had been training Aldori style, taking the campaign trait reflecting such.

I interestingly have two characters in my group that worship Sarenrae from very different sects within the church(though the paladin does have a southern orgin). I ruled that there are small shrines to many outside Brevoy's big 5 to the other major deities. Her clergy is probably small, and maybe only found in New Stetven and Restov, or otherwise honored on her feast days and at small shrines dedicated to every god of note.

I believe that the Taldan "Armies of Exploration" that created Rostland (which became southern Brevoy) would have been well prior to the outlawing of Sarenrae worship in Taldor. So the Taldan colonists (hundreds of years ago) would have included worshippers of Sarenrae (and at your DM's discretion, there may be ruined temples of Sarenrae in the Stolen Lands as well, amidst any other ruins he/she adds there).
There probably won't be as much (or any) worship of Sarenrae in northern Brevoy, since they wouldn't have wanted to take cultural elements from their southern "neighbors" - although if your DM wants to, that needn't be true, as Sarenrae missionaries might have traveled north before Brevoy was formed. Then again, unless your DM is adding his/her own material to the storyline to bring you into northern Brevoy, this probably won't affect the campaign much (other than to indicate that your PC should be from southern Brevoy).

I think Sarenrae is very reasonable with a good backstory. I am GMing a Kingmaker campaign where the PC who is the ruler is a cleric of Sarenrae. He chose the theologian archetype from Ultimate Magic and picked the fire domain as his one domain. His backstory and reason for being there is that his beliefs are a bit extreme (purge the wicked with flame) so the church sent him off to the Stolen Lands where they figured he couldn't cause too much trouble. He took it as a sign to spread the light of Sarenrae and repel the darkness of the Stolen Lands.
