Esoteric magic gives you access to spells you do not normally get from your class. Does it give you the ability to take spells that have racial requirements? Perhaps with a one level bump, like the spells from another class?

No. If you aren't of a given race, you can't cast that race's spells. Esoteric Magic doesn't change that. Exception: if you have a racial spell from a non-cert-locked race (ie, halfling, not goblin) in a magic device, you can activate it with a DC 25 UMD check.
