PFS Guide page 10: Before you level up a character for the first time, you may change any aspect of it except its Pathfinder Society Number.

Question: A GM has to supervise the changes?

PFS Guide page 24: players may always buy gear, spells and so on so long as their characters are in a town of more than 5,000 residents.

Question: Do I have to be in game to buy from a chronicle sheet or can I do it while retraining my character?

Question: There is any validation process on the PFS to prevent players from making illegal changes to their characters like buying equipment that is beyond their budget?

As far as I am aware the GM does not have to supervise, but does have to approve the changes that were made. This would include verifying that any purchases made were in fact legal, within budget, and something that the character had access to at some point during the retraining.

That approval can be done by the GM on my next scenario (before the scenario) or have to be done by the GM from the scenario where the Chronicle sheet was earned? I want to take my time choosing what to buy!

I could certainly be wrong, but as I understand it, the changes can be made before you sit down for your next session. I would also make sure that your GM is aware of this change, so they know to leave time before the next session to review any changes.

A GM doesn't have to supervise or approve the changes. Why would they?

Any GM does have the right to audit your character sheet before/during a game at their discretion, but that can happen at any level and has nothing to do with rebuilding.

That would be like saying you need to be supervised to create a character. If you can do it by yourself, by all means, do it.
