1) In PFS when you summon something with a template (young, advanced, giant) do you use the "quick rules" or the "rebuild rules" for determining their stats?

2) Under Totemic summons for some druids you can apply the "young" template to reduce the lvl of the spell by 1. So does that mean that a 3rd lvl Druid can summon a "young" crocodile (Croc is normally Summon Natures Ally 3) using Summon Natures Ally 2?

1) The answer to this one is, "It varies."

If you have your list of summoned creatures prepared ahead of time, including their stat blocks, you should take the time and do the full rebuild rules to set up the summoned monster stat block.

If you are not so prepared, but have to pull the stat block out of the Bestiary, you should, in the interests of minimizing impact to the table, use the quick rules.

In practice, you will probably have the templated stat blocks for your most commonly used summoned creatures available, but have to use the quick rules for those rare times you find you need to summon creature Z in scenario Y due to condition X.

2) I am unable to answer this, since I don't know anything about Totemic summons for Druids. Don't play them, most here don't run Druids, the only one I am familiar with is a wildshape/melee Druid, so I would need the source (book and page) for this to look at, just like at a game. ;)

I would say either one would work. If you put the time in before than rebuild. If on the fly than quick.

since you used croc as your example, I will reply that, remember you only get to do that for your totem animal that isnt already stated out. For example, cant use a young dire bear since already have grizzly. you can get black bear though, down from grizzly.

On looking over the Dragon Shaman's Totemic Summons ability, it would appear that you are correct.

It would appear to add, for example, the following additional creatures to the Summon Nature's Ally spell of the level listed:

2:
Young Crocodile
Young Monitor lizard

4:
Advanced Crocodile
Advanced Monitor lizard
Giant Crocodile
Giant Monitor lizard

5:
Advanced, Giant Crocodile
Advanced, Giant Monitor lizard

And, since you know these are likely to be used, I would advise preparing the templated lizards in advance, and have them available.

I didn't mention this, but it should have been mentioned, is to have the normal stat blocks and the raw templates available, just in case. The GM should have them, but having them available yourself can speed up any need to verify something during play.

Quite frankly, it's rather rude to hold up a table if you have to spend 10+ minutes building your templated entry either way each time you cast a Summon spell or ability.

If you're going to do that sort of thing, you really should prepare in advance.
