I'd suggest looking for snake toys, such as those in this Safari Toob.
Although their toys are not of a consistent scale, many are of the scale that would fit fine on a large base (and tend toward larger than smaller).
You can always clean them and touch them up with a little extra paint and matte varnish so they look less like toys and more like painted minis.

It looks like it's out of stock through Paizo, but check out Reaper's Giant Snake. I've got one, and it fills a Large base nicely.

Well.... I sort of have to suggest this...
It's hard to imagine a simpler miniature that could be made yourself than a large snake mini.
Plus they sell tons of snake toys of all sizes. A bit of glue and a washer... you should be good to go.
I make flying snake minis out of Sculpey clay. You can get a small brick of Sculpey clay at Hobby Lobby for a few bucks.
