it's a PDF, most smart phones are able to view PDFs though you'll likely have to download and app.

If you mean the Guide to Organized Play, it is a pdf, so of your phone is capable of having a pdf copied onto it, then you could view it there. Skydrive or dropbox might help you with that.

If you mean the Pathfinder rules, you can access the PRD from the website via any browser.
