Not only your caster level, but your casting stat and gains bonuses from class abilities and feats, and can be metamagiced. There's quite a bit of difference between a DC25 Persistant Suggestion from a fey sorcerer's PoSK that lasts for 10 hours and the DC14 one that lasts for 5.
As for balance, consider this: any sorcerer can use first-level scrolls without even needing a UMD check. A first-level scroll costs 25gp. A first-level Page of Spell Knowledge costs 1000gp. Unless you're planning on casting the spell in question 41 times, you're better off using a bunch of scrolls than a PoSK. Even then, the scrolls don't use up spells-per-day slots but casting with the PoSK does, so even if you are going to be casting that spell 41 times (which is quite a lot), you still might be better off using scrolls.That's a good point, but scrolls have a set caster level. PoSK use your own caster level.
That's why I keep advocating for Mnemonic Vestment :)
