I saw (on another thread re: pbp) where some players had characters tied up for many months because the GM went AWOL - not totally unheard of for pbp... but it COULD happen where the GM needs to leave and the players don't hear from the GM for a very extended period of time.
Whats the ruling in these circumstances?

I'm just making a guess here but I would think that if the GM and/or event organizer does not report the event and hand out chronicle sheets then you are just out of luck.
I could see a real life emergency forcing a GM to the leave a game (life happens, ya know?) but to disappear for an extended period and make no effort to finish the scenario would just make me not ever sit at that person's table again if s/he ever came back.

I'm not entirely sure if there is an official rule for this. I've read that once a player has started a scenario they can never play it for credit again. But, what you have described is an extreme situation. If it were me, as a GM, and I had players that were stiffed by another judge I would offer to re-run the scenario for them so that they could earn a chronicle sheet.

If it is a pbp game then there is always the option to find another GM to finish the game.
PBP has many down sites - but if it is readable and archived then someone else could take over.
In this regard - the same could be done for an abondoned game. Ask the local VC if he knows of a nearby GM willing to take on where the other GM left.
No - there is no rule - so just try to use common sense, be creative and don't abuse the system but try to follow the spirit and you can't go too wrong with any solution you decide on.
