If a GM re-leads a scenario which they have already lead before, and it is a Tier 1-5 scenario, can they apply the Subtier 1-2 credit to a Level 1 character (or Level 2 character, once)?

Nope, only level 1 modules or level 1 only scenarios (like first steps).
