I've thought of using some Games Workshop dragons but leave off the wings and sculpt over the holes, but I've yet to actually buy and convert one.
While that's an awesome idea, I could see it getting pricy. Isn't the High Elven dragon still $55+ and the Dark Elf dragon similarly priced?

I've got a killer, cheap one for you folks.
You can score this awesome Mage Knight Polar Dragon at a real bargain if you keep your eyes open and play your cards right. And it is nice and big, and easily re-based. I scored a couple for $5 each at GenCon, and see them cheap online here and there if you're google-fu is up to snuff. This auction is a good start for a cheap-ish score. Bonus shot of it without wings, with a nice slender linnorm-ish frame which should fit the bill.
Other options include the Venomous Shadow Dragon, though it has that weird snapped-back neck, OR, since wings won't matter for linnorms, you can get great variety and bang-for-your-buck with this really cheap trio at this auction.

To continue on Brandon's vein - I have seen multple packages for This mage knight dragon on ebay over the years that are sealed in the package without wings (seems like it was a common packing issue in that release), they are usually listed for 2.99 or less

Heh -here's a case of 12 of that one for $22.00 plus shipping. You know, if you really want to bring the hurt to your players. =-)
Personally, I think the Polar dragon is one super-cool figure with and without wings, and perfect for a linnorm. Some of the Mage Knight dragons were BEAUTIFUL sculpts until you got to their unfortunately funky heads. Except for the Polar dragon and the Shadow dragon, which, as noted above, suffers from the whipped-back neck angle. Though given its pliability I'll bet that could be heated in boiling water and reconfigured, maybe with a touch of more involved modification to support it to that permanent position.
And these are big figures. I think mine's now on a gargantuan base.
