I know that according to the rules I can purchase a +1 enchantment for my bow because it is considered always available. But what about the Adaptive property? Do I have to earn that from a Chronicles sheet or what? Can I just buy it if I have the money?

You would need enough fame for the total value of the weapon after upgrading it, which is 3,400 Gold for a +1 Adaptive Composite Longbow, so you would need 18 Fame, since it would fall under 5,250 gold, but above 3,000 gold.

Once you have 18 Fame, you can spend 3,400 Gold to get a +1 Adaptive Composite Longbow, or you can upgrade an existing +1 Composite Longbow to Adaptive.

EDIT: I left out masterwork costs, however the Fame requirement is still the same, fixed the price to include masterwork.

Now correct me if I'm wrong, but you don't need to have the fame to purchase items that are considered always available right?

That is correct. If it is always available or on a chronicle sheet fame is not considered.

Ok, so one quick final question:

If I purchase a +1 composite longbow (Always available) and then wish to add adaptive later, do I need the 9 fame since the enchantment costs 1,000 gold or do I need 18 fame since the total cost of the item is 3,400, even though I've already paid 2,400.

You need 18 - it is the total cost that determines how many fame you need.

Yes - this means that some always available items take a very, very long time until you are able to upgrade them.

A dwarf in adamantine full plate +1 (the most expensive always item I'm aware off) will have to play a very long time before he can ever add upgrades to his armor.

So the cost of special materials is added to the cost of enchantment for determining value? I was wondering because in terms of crafting, the cost of the item is seperate from determining the enchantment cost (usually). Adding +1 to a Suit of Regular MW Full Plate costs the same as adding it to Adamantine, once you have the armor.

Yeah, none of that changes, its just you figure the total cost of the item for what FAME allows you to purchase. (I know, for special materials it doesn't make that much sense, but there ya go)

The pathfinder materials management system was designed by a Gnome. DON"T try to figure it out.

While this is normally true, there are exceptions. For example, adding magic to cold iron increase the cost by 2,000 and I think it's also costly to enchant Noqual from Second Darkness.
