Please help me balance and price the below homebrew magical item.

Originally invented as a means of aiding in one's escape, but later used in a variety of duplicitous activities, this androgynous rag doll resembles a primitive child’s toy. By dabbing the doll with a few drops of blood from a living creature (a standard action), the bearer can create a 24-hour illusion of said creature, as per programmed image. This illusion registers as the creature it resembles in every way, as per misdirection. Any divination magic used to ascertain the location of the target creature (such as scrying or locate creature) instead results in the spell or effect targeting or otherwise being misdirected to show the illusion instead. Prior to activation, the doll does not radiate magic (as per nondetection), making it easier to smuggle into restricted areas. Once linked to a particular creature and activated, the doll loses all magical powers. The doll does not actually allow anyone to escape confinement, it only serves as a particularly effective decoy during escape attempts (or during other duplicitous activities).
