What can I say? The they have a suggestion box...
1. NASA should build little spherical robots that function as routers in a network allowing thousands to be sent to the moon so they can be driven individually by thousands of online operators like a colossal online game allowing the exploration of the moon - even bellow the surface - down tunnels.
2. They need to build a billion population city in the USA for Women and allow Women to migrate from the rest of the world leaving behind all their third world nations where women are considered second class citizens (yeah I know that was has a degree of irony considering the second class position of women even in the USA). It would only cost as much as what the USA has already run up as a national debt - but on the up side it could be paid off in twenty years on normal taxes by that billion population.
Title change to open this up to others...what have you suggested to the President?

3. I recommend the annual doubling of all corporate taxes for any company failing to relocate its computer servers to the moon within the next ten years. +1%, +2%, +4%, +8%, +16%, +32%, +64%, +100%(Compulsory Nationalization). If they do so reward them with an obligatory tax advantage of -10% Tax for having done so.
That should be sufficient to let them get the hint...
