Well, 2 extra points of Dex, Improved TWF and a BAB +6 are all extra, too. But yes, it's a little peculiar not to have Two-Weapon Feint as a prerequisite to the more beneficial feat in what looks like a tree.

Well, Dex 17 and BAB +6 are the pre-reqs for Improved Two-Weapon Fighting, which is a pre-req for Improved Two-Weapon Feint. It just really feels like Two-Weapon Feint ought to be a pre-req to Improved Two-Weapon Fight. Otherwise, again, why bother taking Two-Weapon Feint if you can just wait a little while longer and qualify for Improved Two-Weapon Feint?
