my idea is for sum skills to be trained faster like black smithing if you go the a forage you will train faster in black smithing.

In general the entire purpose of the skill system, is that all paying customres are supposed to level at the same rate, allowing people who play together to not worry about 1 leveling faster or slower than the others etc... Throwing in specific limitations based on where you log out, actually punishes those who play more (as obviously they aren't logged out as often).

While you won't actually train faster, there will be some skills that require you to be a member of a Settlement that has a special training facility in order for your skill to advance.

So, if you don't live in a Settlement with a <Special> Forge, you won't be able to train that <Special> Blacksmithing skill at all.

I like the concept of buildings allowing certain skills to be trained, at all. If you don't have access to a suitable forge (in your settlement) then you can't learn blacksmithing beyond a certain level, at all.
