Looking for a 2nd edition AD&D game stat

Anyone recall what 2nd edition AD&D product had the stats for elven made long swords? It said that because elven fingers were longer than human's, the hilts of their swords (made for elven hands) imposed a slight penalty for non-elves to wield them...

I've looked in all of the books I thought this obscure rule should be in, but did not see it (perhaps I'm just blind)...

My understanding is the Elven weapons grant a +1 bonus, only elf get this bonus (maybe half elf), all other users its just a normal non bonused weapon
