Serious answer: I don't think that boon exists yet, but I've been wrong before.
It was confirmed by hearsay and innuendo.

You know, in retrospect, this is a very strange skit.
The boon you might be looking for is attained by playing the Sanctioned scenario "We Be Goblins." You play a pre-gen in the adventure, then get a cert to roll up a goblin character, should you desire. I'm not sure if the mod is still sanctioned, but it is still listed that way in the Sanctioned mods.
Now all you have to do is get a GM to run it for you...
Nope. You get to play as a goblin in it, but you do not get to play as one outside of We Be Goblins. You can, however, make a one-shot goblin character in there.
