Wizard Bonded item and magic addition

Hello everyone,

I have a player (metagamers) who want to add spell to his wizard bonded item. Could anyone help me with the creation.

His item is a necklace. What will be the cost of putting spell on it. He is trying to reduce the cost of putting magical ability by the fact that he is the only one who can use it. Like when it can only be used by dwarf.

I'll give you an example (see below ring of silent spells) of what he want to add to his necklace. But, I also want to know what will be the cost for adding a new spell after this one if he wants more, cause he want to add multiple thing in is bonded item and for my part, I think that it will be more expensive.

I greatly apreciate your help. Cause with a metagamers player, it's every week questions about how to be more powerful. By the way, he is only level 3 wizard and I can't imagine what he will be at level 10+. If you could detailed your answer, I will be more happy.

RING OF SILENT SPELLS
Price (Item Level): 2,000 gp (6th)
Body Slot: Ring
Caster Level: 5th
Aura: Faint; (DC 17) illusion
Activation: Swift (command)

When you activate a ring of silent spells, it
creates a silence effect, as the spell, centered
on you. While this effect lasts, you
can cast up to three spells of 3rd level
or lower without verbal components
(as though using the Silent Spell feat,
except that the spells do not require a
higher level spell slot or increased casting
time).
This ability functions once per day.
Prerequisites: Forge Ring, Silent Spell,
silence.
Cost to Create: 1,000 gp, 80 XP, 2 days.

Costs of enchanting a bonded item are the same as if a standard item of the same kind. The only thing the bond does is eliminate the need for the feat.

I am very hardline on this rule regarding magic item restrictions. If a player wants to put restrictions on his item, I'm fully supportive on it.

However such a restriction puts no hardship on his or the party's use of an item, he gets no discount for it. In fact in some cases I may add to the cost, if I feel the restriction is an overall benefit.

ergo, a wand of magic missiles with a usable by wizards only restriction is no restriction for the crafting wizard.

If he argues RAW, ask him if he wants to switch places and GM instead.

One thing you GM's need to get through your skulls.

RAW is not the boss of you.
