In bringing D20 Modern and PRPG in line, one issue is how to deal with the defense bonus. I’m of the school that something like this should be implemented across the board. I’ve seen samples of feats to accomplish this, e.g., Avoidance (1/2 BAB; available as an “armor proficiency” at character inception) and Defensive Training (Base Reflex Save; available as an “armor proficiency” at character inception). I’m not sure the relevance of a feat as opposed to a standardized insertion of defense bonus, be it based on ½ BAB or Base Reflex, since NPCs and PCs alike are going to get it anyhow. Thoughts?
Also, what do you think is more balanced: ½ BAB or Reflex Base Save ?
Last, should armor penalties work against the base defense bonus, or should penalties only apply if non-proficient in armor?
